The Cabinet Committee on Economic Affairs (CCEA) and the Union Cabinet met and approved the proposal for the “Agnipath” program for the armed forces later in the day. Under this system, soldiers will be discharged after four years, and only 25 percent of soldiers, the best professionals, will be reinstated to permanent service. Soldiers recruited under the new model are called “agniveers.” They will form a separate rank in the three armed forces and will also wear their own badge on their uniforms.

The regulation applies at the enlisted level and not at the officer level. According to the government, 46,000 Agniveers will be recruited this year.
At the press conference, Defense Minister Rajnath Singh said the program would give youth a better chance to serve the nation. The government also expects to make significant savings that will be used to modernize the military. The program will reduce the escalating pension costs of the armed forces, as 50 percent of the defense budget is used for salary and pension payments. Under the program, young people will no longer have to join the armed forces on a long-term basis.

Under the Seva-Nidhi package, soldiers receive an annual package of 4.76 rupees in the first year to 6.92 rupees in the fourth year. The allowances are as usual. After four years of service, the annual package amounts to about 11.7 litas, including contribution and interest. Agniveers will contribute 30 percent to the monthly pay, and the government will contribute a matching amount. The amount is exempt from income tax

The chiefs of the three armed forces were present at the press conference. Lt. Gen. Anil Puri, additional secretary of the Military Affairs Department, said, “Today, the average age is 32 years, and in the future it will drop further to 26 years. This will be the case in sixto seven years. To transform the armed forces into youthful, tech-savvy and modern forces, we need to harness the potential of youth and make them future-ready soldiers.”
Army Chief of Staff Air Chief Marshal VR Chaudhari said the IAF will provide “Agniveers” with a broad range of training and experience in aviation, weapons and advanced ground systems. “The Agneepath program will also enable the IAF to assess both the aptitude and attitude of the young people, i.e., the ‘Agniveers,’ and prepare them for further specialized training in the aviation and non-aviation skills required by the IAF if they choose to join as regular air warriors,” he said.
Under the original proposal, Army recruits would be recruited under the new program, and the service period for 50 percent of new recruits could be between three and five years, while the rest could have a much longer service period. The system is to be known as “Agnipath.” The original proposal called for part of the soldiers to be discharged after three years of service and another part after about five years. Some of the soldiers could have a longer service period, the PTI news agency quoted sources as saying. In recent weeks, these proposals have been modified, the report said. Currently, under the Short Service Commission (SSC), the army recruits people for an initial service period of 10 years, which can be extended up to 14 years.
The three armed forces chiefs had briefed Prime Minister Narendra Modi two weeks ago on the program, which allows soldiers to join the security forces for a short period. The scheme is being implemented by the Military Affairs Department.
